Anastasios joined OTE Group on 1 October 2000 as CEO of OTEGlobe, a 100% subsidiary of OTE responsible for providing international wholesale services. As of 22 July 2002 he is also the Director General of Wholesale Services for OTE S.A.

Before joining OTE Group, since February 1996, Anstasios has been with Atlas S.A. in Brussels, and Global One in Greece, as its Managing Director.

Prior to Global One, between 1991-1996, Anastasios was with Infonet Services Corporation, responsible for the company’s international business development, and prior to it for sales in the EMEA region.

Between 1985 and 1991 has held project management positions with Philips International B.V., Exxon Chemical S.A. and SITA S.A. for data & voice.

Anastasios was born in 1959 and is a graduate of London University, while he has followed postgraduate studies in Whales and Belgium.

As part of his practice Alexander has worked on several outsourcing projects and regularly advises on data protection and privacy matters. As well as working in private practice Alexander has spent eight months working in-house in the Telewest Communications legal department.

Alexander is one of the co-authors and editors of “E-commerce Law: doing business online” (Palladian Publishing, September 2001). Alexander also regularly advises on data protection and privacy matters both in relation to the communications and e-commerce industries and generally.

Bio:

Xavier Casajoana was born in Spain in 1968, and graduated in Computer Science from Politecnic University in Catalonia (UPC-Spain), and later Master in Business and Technology from La Salle University (Spain). He has a degree in Business Administration and Information Systems from Pompeu Fabra University (Spain).

After more than 10 years managing IT Departments on public and private held firms, with deep knowledge in software development and business processes, he addressed his career into the Internet and Telecom industry in 1999, as CTO for World Online Spain first, and more recently, driving Tiscali Spain operations as CEO till Dec 2002.

In Feb 2003, he founded VozTelecom, and today operate the first European commercial SIP network available for Communication Application Hosting, providing IP Telephony services into the SOHO and SME Spanish market, through IP Broadband access networks.




Ms Bridget Cosgrave,

Bridget Cosgrave joined the Belgian incumbent telephone company Belgacom in 2001. She now is President of Belgacom International Carrier Services (ICS) and a member of the company’s Executive Committee, reporting to Didier Bellens – CEO Belgacom. Since January 2004 Bridget is Member of the Board of Belgacom Mobile (Proximus). The ICS activity in Belgacom supports some 300 International carrier/ operator customers. Belgacom, the national telecommunications operator has approximately 16,000 employees.

Prior to joining Belgacom, Ms Cosgrave was Deputy Director General of the European Telecommunications Standards Institute (ETSI) from 1996 until 2001. While at ETSI, she led their activities in Internet and Telecommunications convergence. Ms Cosgrave was a member of the ETSI Board, and served on the Internet Corporation for Assigned Names and Numbers (ICANN) Protocol Supporting Council.

Bridget became active in telecommunications with BT plc, where she was a Project Director responsible for establishing joint ventures and infrastructure acquisitions in Europe and Australasia. Previously, Bridget was an investment banker with FinanciĂšre Indosuez, and worked in business development with Elders IXL.

Ms Cosgrave received a Master’s in Business Administration from London Business School (UK) and a Bachelor of Arts, Honours from Queen’s University at Kingston, Canada. She is a dual Irish and Canadian citizen and has been living and working in Europe since 1984.

Brian Day has worked in Nortel for 18 years. At present he is the VP responsible for the Carrier Voice portfolio business in Europe, Middle East and Africa, he has held this responsibility for the last 3 years. He was appointed to this role after being responsible for the PLM for the carrier switching portfolio in Europe, Asia and Latin American. Prior to this he worked in a number of roles from product planning through to marketing, working with the mobile division and the enterprise division of Nortel.

Mr Paul Floyd,

Paul Floyd is responsible for guiding iBasis’ key technology decisions as the company continues to expand its portfolio of VoIP-based voice services. Floyd brings to iBasis more than 20 years of experience in managing highly innovative and productive engineering organizations.

Floyd most recently served as the senior vice president for the DSL business of Paradyne Networks, a subsidiary of AT&T. With yearly revenues exceeding $150 million, the DSL business was the largest of Paradyne’s business units. Floyd was responsible for engineering, product management, strategy and planning.

Prior to that, Floyd held the position of vice president of Research and Development at Paradyne, responsible for leading all of the product and technology development efforts. In this role, Floyd was instrumental in Paradyne’s July 1999 IPO, and in creating over $200 million of yearly revenue through new product introductions. He also led the pioneering efforts around the development of ReachDSL technology and products, the industry’s longest-loop reach DSL technology.

Floyd spent the previous 13 years in various key senior-level engineering and design roles in AT&T’s Paradyne division and at AT&T Bell Labs.

Floyd has a BSEE and MSEE from Stevens Institute of Technology and an MBA from The University of South Florida.

Ian Gardner is Director of Managed Services for Lucent Technologies in Europe, Middle East and Africa, with the responsibility for the management of Lucent’s Managed Services, including business development and service delivery to Lucent’s customers.

Before taking up this role in October 2003, Ian had acquired a wealth of experience in managing Mobile network engineering, operations and new service creation.

Previously, Ian was the General Manager of Lucent Technologies New Zealand, where he led the team that won the expansive Telecom New Zealand Partnering / Outsourcing business. This involved the end-to-end management of Telecom New Zealand’s CDMA 2000 Mobile network. Ian departed New Zealand after overseeing the transition of staff and scope and managing the new expanded organisation for nine months.

With more than twenty years experience in the IT and telecommunications industries, Ian has established relationships with key players at a senior executive level and is highly regarded within the business community. Before joining Lucent Ian was Country Manager for 3Com International, where he developed and managed all aspects of 3Com’s business in New Zealand and implemented the strategy necessary to deliver sales growth for the 3Com brand locally. Ian has also held a variety of senior sales and marketing positions with IBM, InterConnect, Fujitsu, and ICL.

Ian's technical experience began with Telecom South Africa where he worked on establishing some of the precursors to today's data networks.

Before joining T-Systems International in January 2003, from 1998 he worked at MCI Telecommunications Services GmbH where he held several senior level positions in Business Development, Network Optimization and International Access Solutions. Dr. Graf started his eight year career in the international telecommunications business at Mannesmann Eurokom GmbH in 1996.

Dr. JĂŒrgen Graf earned a PhD at the University of MĂŒnster in 1994 after having graduated in Law at the University of Cologne.



Mr Christopher Grahn,

Mr. Grahn joined Ascade in year 2000 as Vice President of Marketing. In the same year he moved on to the position as CEO.

Mr. Grahn has a background as management consultant with focus on strategic consulting services for the telecom industry at PricewaterhouseCoopers Management Consulting Services (PwC MCS). During his four years at PwC MCS Mr. Grahn was based in Stockholm, Sweden and Toronto, Canada and worked mainly on Mergers & Acquisitions projects in Europe and North America. In parallel to his consulting position Mr. Grahn was responsible for all recruiting at the Stockholm office.

Prior to the position at PwC MCS, Mr. Grahn worked as a Customer Project Manager at Ericsson South America, where he managed implementation projects of cellular infrastructure systems.

Mr. Grahn holds a Master of Science in Industrial Engineering & Management from the Institute of Technology & Management in Linköping, Sweden. During his graduate studies, Mr. Grahn was given the privilege to study management and business as exchange student at Madison Graduate School of Business, USA and at Karlsruhe Institute of Technology, Germany and work as Research Assistant at INSEAD, France for Professor Kets de Vries in the area of Organizational Behaviour.


Mr David Hartshorn,

David Hartshorn is Secretary General of GVF (Global VSAT Forum), the London-based non-profit international association of the VSAT industry. GVF consists of more than 170 members from every major region of the world and from every sector of the industry, including satellite operators, manufacturers, system integrators, and other service providers.

Mr. Hartshorn leads the Forum’s efforts to facilitate the provision of VSAT-based communications solutions throughout all nations of the world. In particular, Mr. Hartshorn works closely to support national-, regional- and global-level policy makers as they formulate state-of-the-art satellite regulatory frameworks.

He is also responsible for creating greater awareness of the commercial, economic, political and technological advantages that VSAT-based communications provide.

Mr. Hartshorn also currently serves as a Member of the Satellite Action Plan-Regulatory Working Group, the Brussels-based satellite-industry group that provides inputs to the European Commission; and he is on the Board of Directors of the Society of Satellite Professionals International, and is President of its UK Chapter.

Mr. Hartshorn has worked in the satellite communications industry for 15 years, serving in sales, business development, publishing, and association offices based in North and Southeast Asia, North America and Western Europe.

He has been published in hundreds of editions of magazines and newsletters, and has spoken and chaired at conferences and seminars in every major region of the world.



Mr Clarence Hayes,

Clarence Hayes leads Equant’s Voice & Video Solutions line of business. Based in Paris, and reporting to William Priest, Senior VP for Products & Solutions, Hayes is responsible for the performance of Equant’s portfolio of voice and video products and solutions, as well as strategy for the future enhancement of this portfolio. His goal is to further extend Equant’s lead as the provider of choice for global managed real time communications – network and premise, fixed and mobile, inclusive of end user devices and services – delivering solutions that help the global enterprise unlock the benefits of IP for voice and video. This development is guided by a total solution framework, which also includes integrated resale of 3rd party local services, and supports Equant’s communications outsourcing business.

Hayes is a newcomer to Equant – and the supplier side of the industry. After 15 years on the customer side, he joined Equant in late 2002, initially in a strategic sales role, and subsequently took on the Voice & Video product line in May 2003. He brings to Equant a rich and deep understanding of the requirements of the global enterprise, having lived the day to day challenges facing the corporate Telecom manager. He has managed every aspect of voice and multimedia services within the global enterprise – from finance and procurement, to customer service, operations, engineering and major project implementation.
For four years, from late 1998 through 2002, he was responsible for Global Telecom & Network Sourcing at Deutsche Bank - based in New York and Frankfurt - managing the strategic procurement of more than $300 million per year of voice and data communications products and services.
For a decade, from 1988 through 1998, he was with Morgan Stanley, in a variety of positions of increasing responsibility - initially in voice communications, but later covering both voice and data services - where he built a reputation within the Wall Street Telecom world for both creative technical solutions, and commercial acumen.

A US citizen and California native, Hayes also speaks German and Czech. He earned an MBA in International Management from the American Graduate School of International Management in 1987, and his Bachelor’s (summa cum laude) from the University of California, Berkeley, in 1984.


Mr Giles Heron,
Director, Data Networks Consulting,
Tellabs


Giles Heron is a Director for Data Networks Consulting in the Business Solutions Group at Tellabs. He is responsible for Data Networks Architecture for the Tellabs EMEA region.

In this role, Heron works closely with Tellabs regional sales force, assisting them with presentations to customers and providing network design authority for new customer deployments. Heron is a key member of the team working on the strategic planning of Tellabs data portfolio. He also participates in work with standards bodies defining protocols to help solve the challenges facing our customers today.

Prior to joining Tellabs in November 2003, Heron was previously co-founder of PacketExchange, a start-up carrier offering Ethernet services over a pan-European MPLS backbone - and the first provider to have deployed draft-martini Ethernet Private Lines. Prior to co-founding PacketExchange, Heron was a member of the global architecture team at Level(3) communications.

Heron is active in the IETF and is a co-author of draft-martini, of draft-lasserre-vkompella (VPLS), and of various other Internet drafts.



Dr Hans Huber,

Dr. Hans Huber, born 1964, is one of a team of three who founded ECT in 1998. Since its inception, Chief Technical Officer, Dr. Huber, has been responsible for the technical concept development of the company’s
intelligent value-added services offering.

In 1997, together with Dr. Marshell Kavesh, Chief Executive Officer of ECT, he laid the foundations of the next-generation switching technology now successfully realised at ECT. Prior to that he was one of the
co-founders of Red Shepherd Software GmbH and responsible for software development there. Amongst the many successful projects pursued, he developed a database system to manage the Siemens ”Hicom” product line as well as a software-based workplace for Siemens PN (Private Network) off-site sales personnel throughout Europe.

Dr. Huber completed both his degree and doctorate in physics at the Maximilian University in Munich, Germany.

Sandra Keegan is currently Head of Sector in the Unit responsible for Policy Development and the New Regulatory Framework for Electronic Communications in the Directorate General for the Information Society of the European Commission where she has worked for five years. Sandra's previous positions in the European Commission cover intellectual property rights harmonisation
for biotechnology, international relations for professional and financial services and enforcement activities against Member States for infringing Treaty law on free movement of goods. Previous positions in industry include private legal practice in Brussels for five years and electronic engineering for a telco incumbent.




Mr Neil Kinder,

Neil Kinder is Technical Director at Sonus Networks where he is responsible for leading the development of opportunities for Carriers who wish to take advantage of Voice over Packet technologies.

The role mandates an understanding of traditional circuit-switched TDM infrastructures (including the various associated European standards) together with MGCP, SIP, H.323, xDSL, IP and ATM technologies and how the two worlds of circuit and packet can be brought together to provide sophisticated, high quality voice solutions.

Prior to joining Sonus Networks, Neil was the Technical Director at 3Com responsible for developing and implementing the technical strategies for the sales organisation in the UK and the pre-sales technical community in EMEA. Neil also served in a variety of other senior positions within 3Com including Network Consultancy, and managing a pre-sales team.

Prior to 1995, Neil was a Network Consultant with Digital for nine years.

Neil has a degree in Computer Science from Leeds Metropolitan University.



Mr James Kinsella,

After assuming the chairmanship of Interoute in July, 2002, James Kinsella and his team restructured the company and consolidated additional pan-European assets to create the most-connected and cost-competitive network across the Continent.

Previously, Kinsella, as Chairman of World Online, helped drive the consolidation of the European internet industry. He later merged the company with Tiscali to create Europe’s largest independent internet service provider. Before joining World Online, Kinsella was the president and chief executive officer of MSNBC.com, a joint venture between Microsoft and NBC. Along with building MSNBC.com into an international news brand, he also helped drive the development of the advertising and eCommerce marketplace as the Microsoft executive in charge of sales and marketing for MSN.

Kinsella worked as a journalist and media executive before starting his first information services company, which consolidated its market and launched one of the first commercial websites before being sold, in 1996. Considered a pioneer in digital media, he launched Time, Inc.'s first web portal business, helping to establish the company as a leader in online services. He is the author of a book on the media, and has contributed to several others.

Tony Lavender is director of Ovum’s global telecoms research programme and he is responsible for ensuring that Ovum’s telecoms research reflects the needs of Ovum’s customers.

Tony joined Ovum in 1999, since which time he has worked in senior consulting and research roles and specialised in industry strategy issues. He has twenty-four years experience in the telecoms industry. Prior to Ovum Tony was at Oftel where he played a leading role in competition and technical issues. Tony began his career with BT where he held a number of senior roles over a 17-year period.

Tony studied Electrical and Electronic Engineering at Queen Mary College, London and he is a chartered engineer and a member of the UK Institute of Electrical Engineers

Ms Eva Lindqvist,

Eva Lindqvist, President of TeliaSonera International Carrier, has held a long line of positions within the telecom industry.

Eva was previously employed by the Ericsson Group, where for 18 years she held leading positions in Japan, Australia and the US. Back in Sweden in 1998, Eva was nominated R & D Director for Corporate Technology at Ericsson.

After a year as Managing Partner at Sandberg & Trygg B2B advertising agency, Eva joined Telia in 2000 as Senior Vice President and project leader for broadening the ownership of companies in the Enterprises Business Area. The following year she was appointed Head of the Equity Business Area and became a member of Telia’s Group Management.

Early in 2002, Eva left Equity for Telia Mobile where she was assigned Senior Vice President with special responsibility for all staff units and overall strategic business development. In September 2002 Eva Lindqvist was appointed President of Telia International Carrier. Presently, Eva is responsible for all international carrier activities within the TeliaSonera Group and President of TeliaSonera International Carrier.

Eva Lindqvist was born in 1958 and holds a Master of Science, Engineering degree, in Applied Physics from Linköping Institute of Technology, Sweden, and a Master of Business Administration from Melbourne Graduate School of Management, Melbourne University, Australia.
TeliaSonera International Carrier, fully-owned by the TeliaSonera Group, provides wholesale, capacity and IP services to network and service providers. The services are based on the wholly-owned European and trans-Atlantic fibre network, and the IP network with peering points in Europe and in the US. The international voice business is focused on international interconnect agreements and bilateral routes.

John has 19 years of experience in software and hardware design including 8 years in Telecommunications and was previously VP Engineering at Innovative Data Technology, VP Engineering at Counterpoint Electonic Systems, and Director of R&D at Roksan Engineering plc.

John holds a B.Sc, degree in Physics from Imperial College, University of London and is an Associate of the Royal College of Science.



Mr Andrew MacLeod,

Andrew (Andy) MacLeod has been MCI's Managing Director for Europe, Middle East and Africa (EMEA), since June 2003 and is based at the company's European headquarters in Reading, UK.

In this role Mr MacLeod is responsible for driving all elements of sales, marketing and operations for MCI throughout the region, drawing on the company's substantial assets and a leading workforce of over 5,500 to drive the success of the EMEA business.

Prior to joining MCI, MacLeod held a number of positions at Cable and Wireless Plc. most recently as Chief Operating Officer of Cable and Wireless Global overseeing all operational activities worldwide, including development of product portfolio, design and deployment of all network and IT systems and the operation of customer service, provisioning and billing activities. MacLeod began at Cable & Wireless in 1998 as the Chief Information Officer for the UK, later joining the Executive team as Chief Technology Officer, with a key role in the merger between the Cable & Wireless consumer division and NTL.

Before moving to Cable & Wireless in 1998, he spent 10 years in marketing and operations positions at Nortel, both in UK and in the USA, including 2 years as General Manager of the Nortel Directory and Operator Services Division in New York. MacLeod’s early career included work at Pirelli Cables as a Product Line Manager, and STC Submarine Systems where he was responsible for Business Development.

Born and educated in the UK, Mr MacLeod holds a Masters Degree in Materials Science from Keble College, Oxford University and an MBA from Warwick Business School at Warwick University. He lives in Winchester, UK, with his wife and two children.

Mr Stefano Mazzitelli,

Stefano Mazzitelli was born in Rome, Italy, on July 30th, 1960. Holds a Law Degree from the University of Rome and an M.B.A. from Boston University.

In 1988 he joined AT&T Italia in Rome, and in 1991 was appointed Director of Marketing. He later moved to AT&T’s International Headquarters in Morristown, NJ (USA), where he was Associate Director of AT&T Global Strategy. Promoted Director, Strategy of AT&T EMEA (Europe, Middle East and Africa), he was responsible for market entry strategies in Europe, and the development of AT&T’s offer in the region.

In 1996 he joined Olivetti/Infostrada, as VP Marketing and Business Development. In this position he was in charge of the company’s strategies for long distance services, fixed/mobile services integration, and regulatory issues and strategies. He also managed market analysis, definition of market segments and targets, offer development, and was responsible for the company’s strategic marketing planning.

In 1997 he joined Sprint International as Executive Director, EMEA, based in Rome.

In 2002 he joined Telecom Italia as President, International Services Division. Following the spin-off of the Division, on January 1st, 2003 he was appointed to his current position of Chief Executive Officer, Telecom Italia Sparkle.









Mr Kip Meeks,

Kip’s role is key in ensuring that Ofcom meets its statutory mandate for content and competition, including the management of strategic resources, such as the radio spectrum. A vital role for Kip will be to ensure that the overlap between these important areas is actively managed. Critically, Kip will focus on building an effective team capable of delivering across the wide range of Ofcom’s activities.

Biography:

Prior to joining Ofcom, Kip was Managing Director of Spectrum Strategy Consulting, and one of its two founders. His consulting career focused on major decisions in the communications industry, particularly those that involved integration of the media, telecommunications and information sectors. Kip worked regularly in Europe, Asia, North America and South America and was instrumental in the opening of Spectrum’s offices in Singapore, Brasilia and Rio de Janeiro.

Prior to setting up Spectrum, he led the media and telecoms strategy practice at Coopers & Lybrand in London and worked previously for the Boston Consulting Group, McKinsey & Co and British Telecom.



Mr Phil Metcalf,

Phil Metcalf is managing director of Global Crossing Europe. In this role, Metcalf works directly with the global functional and regional leaders on the day-to-day operations in all the countries of mainland Europe, the Global Network Operations Centre in Docklands, London, the finance facility in Dublin and the UK national business. Metcalf is on the board of each European Global Crossing company.

Metcalf joined Global Crossing in May 1999 as operations director of the 25,000-km European network. He subsequently became head of global network terrestrial construction, then global head of service delivery, until being promoted to managing director.

Prior to joining Global Crossing, Metcalf worked at Stone and Webster Engineering, an American construction and consulting firm, providing a large variety of engineering and construction services to the oil, power, and petrochemical businesses. During his eight-year tenure with the company, he achieved the position of director of operations, and was on the management board, having joined originally as a telecommunications consultant. He spent two years as a vice president for business development in the Stone and Webster’s Boston office in the US, securing in excess of $300 million of business during this period.

Previous to this, he worked for BP, Shell and Alcatel, providing telecommunications services and solutions to oil and gas companies in the North Sea region, employing the full range of available technologies, from satellite to voice switching. On four separate occasions, Metcalf was based offshore in the North and Irish Seas. He has travelled extensively in Europe, Africa, the Middle East, Russia, Southeast Asia, Japan, and North America.

At age 46, Metcalf has more than twenty years’ experience in three significant industry sectors, the last ten of which have been at board level. He graduated with an honours degree in engineering from Durham University, and was elected as a chartered engineer in 1984. He is currently a member of the Institute of Directors.

Greg joined BT at the end of 2002, and assumed his current role in April 2003. He is responsible for influencing the regulatory environment through discussions and submissions to Ofcom, the UK regulator. Greg is also involved in resolving issues bilaterally with the industry, as well as leading for BT Wholesale in any formal disputes.

Prior to joining BT, Greg spent four years as Senior Director of Network Optimisation at Worldcom Europe, responsible for commercial negotiations with all European operators for network services. Prior to Worldcom, Greg spent four years as Director of Interconnect for Telewest, a cable telephony operator in the UK. Thus, he has spent a significant part of his career on ‘the other side of the table’ from the incumbent operators in Europe.

Greg is a member of the Chartered Institute of Management Accountants, has a BA (Honours) and an MBA. Born and raised in Canada, Greg moved to the UK in 1991, after studying at the London Business School in 1989.

Greg is married and has recently celebrated the birth of a son.

Peter is president of Optical Networks for Nortel Networks in Europe, Middle East and Africa (EMEA).

Peter joined STC Telecommunications in 1983 as a Hardware engineer, working on Public Switching products and in 1991 when Nortel Networks acquired STC, he moved into the Transmission Division supporting Nortel Networks international business.
Peter was instrumental in the early days of SDH within the industry and his broad transmission knowledge led to a number of roles in Product Marketing and Business
development for the business in Europe, Asia and Latin America. Peter was subsequently assigned to the company offices in Miami, USA in order to focus on building Nortel Networks Broadband Transmission presence in Latin America.

Having completed two successful years in Miami, Peter returned to the United Kingdom as director, Broadband and Transmission Marketing, with a remit to support the expansion of Nortel Networks Optical Network and SDH Transmission business around the world (excluding U.S. and Canada). He was subsequently appointed as vice president, Account Marketing, for Optical Networks in EMEA before moving into a sales role as president, Sales
for UK Alternate Operators. After two years working across Nortel Networks entire portfolio and managing the team providing engineering and technical support to the EMEA sales teams, Peter returned to Optical Networks as Business Leader for the EMEA region. In January 2003 his role was briefly extended to include ownership of Wireline Networks, now a separate business unit.

Peter graduated in 1985 from UMIST University, Manchester with a Bachelor of Science degree in Electronics. Peter lives in the UK with his wife and two children.

Paul Reynolds was appointed to the BT Group PLC Board in November 2001 as CEO BT Wholesale, with additional responsibility for BT’s CTO and Procurement organisations.

He joined the BT Executive Committee in May 2000 as the founding CEO of BT Wholesale, BT’s play in the growing market for carrier-to-carrier network services and solutions. Paul has established BT Wholesale as one of Europe’s leading Wholesale network businesses, with a turnover of more than £10bn from a customer base of over 500 carriers and service providers in every area of telecommunications. He has successfully driven growth in one of the UK’s biggest businesses by offering new and existing telecom operators access to BT’s unrivalled network capabilities. His leadership of the BT’s 21st Century Network Strategy is fundamentally reshaping the business.

Paul has senior management experience of a particularly broad range of functions in the telecommunications industry. He spent the early part of his career in BT’s International business in product management, marketing and business development, where he grew revenues in rapidly evolving consumer, corporate and b2b market sectors, before taking a staff role as Director, Office of the Chairman with a focus on BT’s developing international alliances. He followed that in the early 1990s as Director of Multimedia where he worked with UK and US partners to pioneer the technical and commercial architecture of the world’s first video-on-demand services.

In the mid-90’s Paul built his experience of managing large scale operations, first in leading BT’s engineering and customer service for 2 million customers across Scotland and later, as Director of networkBT, with responsibility for the BT network and an engineering workforce of 25,000 professionals. In both he drove class-leading improvements in operating efficiency and service standards. In 1998 he was asked to lead the re-structuring of BT in the UK, a programme which successfully removed over £600m in costs in a year. As Managing Director of Networks and Information Services from 1999, Paul took responsibility for the entirety of BT’s research and development programme, its computer operations, as well as the network business. Here he was responsible for the transforming the network for the internet age and the build of one of the biggest IP transport networks in Europe.

A Scot, Paul joined BT in 1983 having graduated with First Class Honours from Strathclyde University in 1978 and subsequently gaining his PhD from London University.

Andrew Sangster is responsible for Cable & Wireless’ UK and European carrier services business. Prior to this, Andrew was head of customer service, planning and operations for Cable & Wireless’ global carrier and resale business.

Andrew joined Cable & Wireless from Mercury Communications, where he held a variety of business planning, commercial and product management positions before becoming managing director of a number of the company’s subsidiaries, including the paging business, the mobile service provider business and a publishing company.

Andrew started his career as a government economist. He holds a bachelor’s degree in Economics from the London School of Economics and a master's degree in Applied Economics from Leeds University.

Craig Silliman is Vice President International Regulatory Affairs at MCI. In this role, Mr Silliman is responsible for MCI’s relationships with regulatory and policymaking bodies around the world with the goal of protecting and supporting the company’s business interests. He manages a team of legal, economic and technical experts spread throughout Europe, North America, and Asia. Silliman also serves on the MCI Peering Steering Committee, which is responsible for MCI’s peering policy and agreements. His principle office is located in MCI’s corporate headquarters in Ashburn, Virginia, but he spends a significant amount of time in the UK and in MCI’s other International offices.

Mr Silliman has been with MCI since 1997 and has played various key roles in the company’s International and policy efforts. He has served as Director of Public Policy for UUNET, has had responsibility for legal liability issues related to MCI’s Internet network, and has managed a team of lawyers responsible for international network expansion agreements. Prior to joining MCI, Mr Silliman was an attorney in the International trade practice at Collier, Shannon & Scott in Washington, DC. Additionally, he taught International Telecommunications Regulation as an Adjunct Professor at the American University School of Law.

Craig Silliman earned his BA in International Relations from the University of North Carolina and his law degree from the University of Virginia.

Emese Holénia joined the telecommunication industry in 1995, starting in the marketing area, followed by managerial position in sales and customer care for local telephone operators in Hungary. She changed to the regulatory field at Matåv the Hungarian incumbant operator, in 1998, 2 years before liberalization. From 2000, she was leading the department responsible for wholesale regulation for 1,5 years. She was asked in October 2001 to join Slovak Telecom to head and to build up a new Regulatory Affairs Department. From March 2004 she is Senior Advisor to the Regulatory Area of Slovak Telecom. Emese Holénia graduated from the Collage of Trade in Budapest, and completed her MBA studies in the Case Western University.

Dick Simpson brings a wealth of experience and vision to REACH gained from more than 30 years in operations, marketing and senior management roles in leading Australian and international technology and telecommunications organisations.

He was appointed President of Telstra International in March 2001 and was responsible for Telstra's offshore operations, managing the strategic development of the business units and all joint venture operations within Telstra's international portfolio.

Prior to that he was Group Managing Director of Telstra's mobile business. Dick began his career in the information technology sector, spending 10 years with IBM, three with Toshiba and a decade with Unisys.

Before joining the Ghana government, Dr Spio-Garbrah was Head of Communication at the 77 member-nation African Development Bank from 1991-94, where he directed the bank’s global corporate and marketing communications and acted as institutional spokesman. Earlier, from 1988-91, he had performed similar functions as an External Relations Officer at the International Finance Corporation, the World Bank affiliate, in Washington.

His previous experience included working as a mortgage banker in New Jersey, as an award-winning sales executive with Southwestern Bell, and as chairman of the Middle East Africa Group within the international public relations firm of Hill and Knowlton in New York. In that capacity, he provided investment, export and tourism promotion counsel to the governments of Indonesia, Turkey, The Netherlands and Austria, financial relations advice to the Hong Kong Shanghai Bank, Credit Agricole of France, UBAF-Arab American Bank, and energy sector intelligence to the Organisation of Petroleum Exporting Countries (OPEC).

Prior to his studies in the United States, Dr Spio-Garbrah, was the General Manager of Ghana’s second-largest advertising agency, and was also the well-known host of a national television prime time interview and discussion programme, "In Town".
